What makes you think that?
There are actually a number of Madonna's actor exes who could have inspired this song - Warren Beatty, and Antonio Banderas among them.

But the song is probably about Sean Penn, who the singer admitted was the love of her life in 1991 documentary Truth or Dare.

Lyrical evidence:

Well that's BRILLIANT! Hook-up with a flamboyant "DORK!"  [guessing] Pimp notoriety, gangster squeeze stupidity, serial F-UP! Then pen songs about the experience's. Songs about RIGHT!
